Washington as a Literary Device

Washington is a famous surname that has been honored in memorials.  Schools and universities also bear the name Washington as a tribute to our first president.
Beyond these forms of  honor, the word Washington can be used as a literary device or element:
1. The word Washington can be a Toponym:
a place name, especially one derived from a topographical feature.
2. The word Washington can be a Metonymy:Capitol
that when a word for a feature of something is used to represent the entire concept.
In this case, [Washington] represents the political capital of the United States and all the significant political institutions such as the White House, Supreme Court, the U.S. Capitol.
It is not what is in a name but rather how it is being used, and Washington carries linguistic and literary weight.
